Why couldn't Bush use some of his trillion dollars in war money to update the White House computers a bit?

I'm so surprised at these people saying "it's just computers, not a big deal"... Do you realize how big of a deal it actually is? The White House is running on technology that's older than what's in your house or in your local elementary school. There are ridiculous rules that prohibit different forms of communication. This is BAD. I understand that Bush and pals couldn't ever quite figure out Twitter, but the White House needs to keep up with the rest of America and the world. Obama said it was "like going from an Xbox to an Atari" and that's pretty sad.
