Are you allowed to start pounding away with a hammer at 8 am every day in a residential neighborhood?

I am getting flipping tired of being woken up by hammering every morning now. I don't know what the local laws here are in Novato, Ca. and can't find anything on the web but I know that in San Francisco between the hours of 10 and 10 you cannot. This is just someone working on their house next door and I'm a student with impending motherhood so I really need my sleep. I want to kill them. Someone please clue me in.
