What does this sentence mean?

the moscow 2030 planning blueprint (thats the noun and the subject) is intended to transform moscow form its predominant (previously this was the main thing) low-density (not crowded with houses and streets and stuff) suburban (where all the rich kids live, with big houses and backyards and where all the houses look the same) form to that (form) of a compact city (like a crazy place like nyc). So basically it says a plan is gonna turn moscow's suburbs into a crazy big city. it would be nice to see where it cam from in an article more, maybe i could see what its about. Later!
